A class action lawsuit against the federal government would absolutely be justification to withhold federal taxes.
Accounting is fucking easy, they just have to change where that money is sent.
Federal taxes aren’t even due till April, they don’t need to be partially paid every pay period. And trump would be fucked if it stopped especially during a shutdown.

California can’t exempt individuals or companies from Federal taxes by just “declaring” it. Most of those taxes get sent directly to the IRS, never passing through the state’s coffers. And not paying them would set people up for federal penalties including prison.
